The National Housing Trust (NHT) invites contractors registered with the Public Procurement Commission (PPC) to submit tenders to undertake civil infrastructure works for the development of 22 serviced lots and green spaces on approximately 6.25 acres (2.53 hectares) of land at the Hector's River Housing Development, St. Thomas.
LOCATION
The property is located approximately 4.6 km northeast of Amity Hall. The site can be accessed via the main road from Amity Hall to Hector’s River, which runs parallel to the property’s eastern boundary.
SCOPE OF WORKS
The successful contractor will be required to undertake the following:
- Road works (including kerb walls, road markings and traffic signs);
- Storm water drainage system;
- Water distribution network; and
- Lot grading works
ELIGIBILITY CRITERIA
Tenderers must provide:
- Evidence of tax compliance
- A copy of a valid Public Procurement Commission (PPC) registration certificate with a Grade 1 rating in the category of General Road Works OR Civil Engineering.
N.B. A tender security in the form of a Bond or Bank Guarantee in the amount of J$1,200,000.00 is required.

RETURN OF TENDERS
Bids must be submitted online on or before 11:00 a.m. on Tuesday, February 24, 2026. Bids will be opened online via the e-procurement website at https://www.gojep.gov.jm, immediately following the bid submission deadline.
N.B. The NHT reserves the right not to award a contract to any party with whom it is currently in litigation or with whom it has been previously involved in litigation.
