The National Housing Trust (NHT) invites registered civil and structural engineering firms to submit proposals to provide pre-construction consultancy services to facilitate the design of the access road and the bridge to The Villages of Colbeck Castle Housing Development, St. Catherine.
LOCATION
The property is located approximately 2 km (1.24 miles) north-west of Old Harbour town centre, in the parish of St. Catherine.
SCOPE OF SERVICES
The successful civil and structural engineering firm will be required to:
- Prepare a project feasibility assessment;
- Investigate, plan and design the civil infrastructure for the development;
- Prepare all related design drawings and specifications;
- Prepare applications and obtain all the requisite design approvals from the relevant agencies and authorities;
- Prepare the related tender and contract documents to facilitate the procurement of the contractor for the works; and
- Provide responses to queries during the tender process for the infrastructure works contractor;
- Evaluate the bids received and submit tender evaluation report to the NHT
ELIGIBILITY CRITERIA
Consultants must provide:
- Evidence of tax compliance
- Evidence that the lead civil and structural engineer and the firm are registered with the Professional Engineering Registration Board (PERB)

Tender packages are available for download from the GOJ’s e-procurement website at https://www.gojep.gov.jm, from Tuesday, November 25, 2025.
RETURN OF DOCUMENTS
Proposals must be submitted online on or before Tuesday, December 16, 2025, at 11:00 a.m. Proposals will be opened online via the e-procurement website at https://www.gojep.gov.jm on the same day, immediately following the proposal submission deadline.
