The National Housing Trust (NHT) invites suppliers registered with the Public Procurement Commission to submit tenders for the supply and installation of a solar power generation system, inclusive of lithium battery backup and net billing capabilities, as specified in the bidding document for the Frome Police Station, located on Main Street, Frome, Westmoreland.
DESCRIPTION OF GOODS
The successful supplier will be required to:
- Provide an electrical load evaluation of the site to determine power demand at full load during peak and off-peak hours.
- Design, supply, install, and commission a complete solar power generation system inclusive of lithium battery back-up to power the following:
- full load of the site between 50% and 100% of the total battery capacity.
- critical loads between 30% and 50% of the total battery capacity. During this period non-critical load should be operating on the JPS supply exclusively.
- Complete the design/application process and obtain a net billing license from the Jamaica Public Services Company Limited (JPSCo).
- Submit schematic designs and as-built drawings for the installed solar system.
The solar generation system should also switch to the JPSCo’s electrical system during none to low generation periods.
ELIGIBILITY CRITERIA
Tenderers must provide:
- Evidence of tax compliance
- A copy of a valid Public Procurement Commission (PPC) registration certificate in the category of Renewable Energy Systems OR Photovoltaic & Wind Powered System – Installation, Maintenance & Repairs

RETURN OF TENDERS
Bids must be submitted online on/or before 11:00 a.m. on Tuesday, December 2, 2025. Bids will be opened online via the e-procurement website at https://www.gojep.gov.jm on the same day, immediately following the bid submission deadline.
